It was never passed - didn't even come CLOSE - it was never even a BILL - It was the Bush administration's attempt at hispandering - floating a proposed "totalization agreement" with Mexico which they pushed from about 2003 to circa 2006/07 I believe.
I know it got wide coverage - especially the giving ex illegal Mexicans access to SS earned, when they repatriated back to Mexico.
Oh - and the lou dobbs segment is about 3 years old LOL
