23. What should be the main focus of the U.S. government in dealing with the issue of illegal
immigration -- developing a plan that would allow illegal immigrants who have jobs to become legal U.S. residents, or developing a plan for stopping the flow of illegal immigrants into the U.S.

There is already a path to legal immigration (actually a variety of paths) and we can't forget that the USA has far more legal immigrants than any other nation on earth.
Of course some people want ultra cheap servants and the big profits from cheap labor and some believe that immigration should not be controlled or limited in any way at least from their country of origin.

When someone asks me how much I can bench press they aren't asking per pound of body weight. They mean just that, how much can I bench.
We allow more immigration than all others combined. Nothing more need be said or added.
Some folks seem to be confused. They feel that the USA some how owes the world a VISA. That we should not have minimum standards are look to serve our own needs first.
How many of these folks allow just anybody to enter their homes? How many would graciously welcome a burgler in, offer them supper and free access to their checking accounts?
Makes one wonder.

Very well said. And how true. How many other Countries feel that we owe them. Illegals feel that we owe them, how many more are we going to owe, before we fianlly say NO MORE. Other Countries don't give a hoot about us,oh wait, until something happens, and the U.S. is there for a helping hand.
