The illegals aren't decreasing. For one they have sky high birth rates - more babies mean more welfare handouts and US born babies that entitle their parents to break the laws of this country but the border isn't harder to cross today than before. They hand out shopping visas - nothing stops someone from getting shopping or visitor visa and then heading to a free US hospital to give birth or work under the table until they can buy a green card off the black market or head over to New Mexico for the US drivers license that then allows them to take out loans, cross the border with that, use it as proof of identity anywhere that's needed, even to vote.

Fewer arrests only means they aren't arresting as many illegals, not that they all left and went home.

It's amazing how much fraud goes on in those drivers license offices in New Mexico. An illegal fresh over the border is actually told - in Spanish of course, what he must to do commit fraud in order to be given the drivers license. The clerks will tell them to find someone to lend them a utility bill of some kind in the name or alias they are using or have someone put their name on a utility bill - of course they don't have to live there, they just need a copy of a utility bill with a name that's close enough. All they need is some kind of Mexican ID card and a utility bill that has the same last name.

It's just like the schools do when allowing non-resident students to be registered. The employees of the school will tell people how to cheat the system, in fact if they can't get a utility bill, then they are instructed to get someone who will say they are their landlord make a notarized statement they rent an apartment or room in the school district.

I don't buy the drivers' license tourism argument.
Regarding New Mexico:

New law will require immigrants to make appointments for licenses - The Santa Fe New Mexican

As for the new governor and that particular campaign promise:

Martinez faces tough road ahead for repeal of driver’s licenses « New Mexico Independent

And, I'd footnote it with this, from the OP's link:

"“Here in Santa Fe, certainly, immigrants are more likely to stick around if they get into accidents, cooperate in investigations, call the police if they are victims,” Marcela Diaz of Somos Un Pueblo Unido told TWI about New Mexico’s policies. “It really has been a positive thing in Santa Fe.”"

Some interesting facts about the absurd number of NM traffic fatalities:

New Mexico

One of the very worst states for accidents. Extremely lax policies for drivers licenses certainly has to play a role.

As someone who has a New Mexico driver's license, I can say with 100% certainty that the process for licenses is no more lax here than it was in NJ or NY, and regulations in NJ particularly are pretty stringent.

THIS is really starting to pi$$ me off.......you don't require citizenship for a DL.

It should require proof of LEGAL residency, not just a utility bill in their damn name, that's all.

Quote:
“We don't think we're asking for much,” said Rep. Tom Campbell, sponsor of a bill last year in Washington seeking to require proof of citizenship to get a license. “We have to have a handle of who's in our state.”
Wa state already HAS an "enhanced" DL which is only available to citizens........LEGAL residents would like to know that those not here legally can't get a Wa state DL. Doesn't seem like a lot to ask when it is used as "valid ID" for LEGAL residents.

I know down here it used to be a big cottage industry to literally bus people to South Carolina and provide them with phony lease documents that you can buy at any staionary store because they could get licenses there and drive on them in Georgia. Now they use legal jitney drivers to get to work in vans and such to avoid getting caught. They are very resourceful people and they will always find a way around any roadblock the law erects.
