We, as in the US legal population of tax payers that pay for signs, documents and forms. This may or may not include you as "we" don't know your status. You can see this on about every label/sign or instruction set now.

Example, next to the Miramar air field there is a sign explaining that anyone crossing the fence will be prosecuted. It is also in Spanish. Why isn't it in Chinese? Why only Spanish? That is catering.
