Canadians use the Citizen/Permanent Resident line.

This makes all the sense in the world. Thousands of businessmen, tourists and non-inmigrant LEGAL workers travel to Mexico from the US and back. There is no need to put people that have been coming and going, always abiding by the terms of their visas, through hours long lines when entering the country.

Seems funny that Napolitano would be signing off on something that old. Do you have a link?

Also interesting that the Mexican government would be concerned about the safety of Mexicans on US soil yet doesn't seem to be able to keep them safe in Mexico.

It's not really a "security" issue - it's more to do with frequent travellers being able to speed up the line through customs - ie, filling out a customs declaration electronically at a kiosk rather than face to face with a Customs agent. It's not just for Mexican travellers btw.

As to the "letter of intent" portion - I really don't see why it's the responsibility of the USA law enforcement to provide safe passage for illegals crossing our border - that REEKS.
