I don't believe it is necessarily greed; but mediocre public policy decisions which do not solve our problems; by individuals who are paid and given public emoluments to do a good job. Would you pass up a tax loop hole large enough to drive your yacht through. The concept is similar. We could solve our illegal problem through Commerce instead of the coercive use of force of the State.

What is wrong with having a profit motive under any system of capital based markets; it could be claimed that only true communists or socialists would not have a profit motive.
