Just in case you misread my post, it say's, HB 1804 went into effct in "07". I moved to OK in 6/"07".
Tulsa's in the north, (some may say, the N central) part and was a sanctuary city.
So while the cities(OKC and Tulsa) were fighting to keep their sanctuary policies (in "07") and were basically in safe mode from HB1804. I have no doubt that illegals from other parts of the state flocked up there until the final dicision was made.

Could you go a little more in depth and explain what HB1804 does? Is it similar to AZ's law?
