False Filing? This post is a false file...
1) Its not illegal for 11 mexicans to live in a 1.5 BR apt.
It may be a breach of contract between tenant and complex.
2) Playing loud music till 1:00am.
I'm pretty sure you won't be able to contact ICE at 1:00 in the morning, but if you try calling
your local LE. I'm sure they can help.
3) Use their children to translate.
I'm almost certain thats not against any law. sorry
It sounds like you need to speak to your apartment manager.

Call in a noise control complaint EVERY TIME THEY DO IT. Eventually the Cops will either disband them or ICE will take interest that it is a drop house.
Different locations have occupancy limits. We spend a lot of time at apartments communities with our business, and there is not one manager would who not evict those 11 tenants in a 1 bedroom apartment.
For the noise, I'd be calling the police every single day and night, and have others do the same. The manager does NOT want the owners of those complexes who employ that management company to see a ton of complaints to the police on their records. The owners will get a new management company who will get rid of the noise makers.
Apartment managers are responsible to the owners, and they have to keep a tight ship.
Actually most if not all cities have laws that limits on the number occupants per bedroom.
Don't bet on it. Many such laws have fallen before the housing discrimination acts particularly with respect to group homes.
Try and write a rule that allows a family with 7 kids but bans 9 adults. Betcha you violate the fair housing laws.
Most noise ordinances ban noise above some level. You can be pretty noisey in an apartment without violating that level. And most ordinances apply outside the building...not in it. Maybe the LL will take action...but he needs it in the lease.
Not here in Central Florida. 11 adults in a 1 bedroom apartments will not be permitted, and 7 kids in a 1 bedroom would not be permitted. It's a safety hazard, a health risk, not to mention destruction which we sees. The loud music is disturbing the peace--particularly if it keeps people up at night. Police come and knock on doors and stop the loud music. If the police keep coming out, it will be a problem. An apartment full of 11 adults illegal immigrants do not want to draw that kind of attention to themselves.

Federal fair housing laws cite 3 to a bedroom.
The disgruntled individual is dicussing an apartment, not a group home. Even in the case of shelters in my area of NY, the size of the bedroom has to be rather big to house what is considered a family (1 parent, 1 child).
