Stockton is a sanctuary city and the police are not allowed to arrest them for being in the usa illegally... like San Francisco. Yes, the city would hire an illegal before hiring an American citizen. They "democrat politicians" believe the illegals will get amnesty and vote to keep them in office.
It's racist because you're suppose to hire other races, not just one illegal one.
