Unless you want the "Federal Government" in every hospital, checking on every birth, then how is the federal government going to permit or not permit birth.
If you want the ferderal government to make it illegal for illegal aliens to give birth in US, then that law can be written...but as of right now, in America, that is not the case.

Yes, the U.S. governments’ refusal to secure our borders and enforce our laws has “permitted” as in “allowed” over 4 million children to be born in this country to people who have no right to be here. Our government officials took an oath in which they swore to uphold the laws of this land, and protect this country from foreign invasions. They have done neither. Consequently, we have massive illegal immigration, resulting in millions of births, and billions of wasted tax dollars.
If the U.S. did issue permits to illegals, the program would be fraught with fraud given their proclivity for lawlessness. No, they just reward them by issuing U.S. birth certificates and citizenship for their children. This is by far, the most despicable travesty of all.
No, the government can’t control their irresponsible sexual behavior. But, the government can deny their children U.S. citizenship, as well as tax-funded benefits and services. We would see a drastic decline in illegal alien births if they actually had to pay for their medical treatment, baby formula, etc. These parasites are sucking the very life out of this country. Yet, some celebrate this appalling abuse. Interesting.
