Five years ago, legislation was passed to build a 700-mile double-
layer border fence along the southwest border. This is a promise that
has not been kept.
Today, according to staff at the Department of Homeland Security, just
5 percent of the double-layer fencing is complete, only 36.3 miles.
The Government Accountability Office (GAO), Congress’s investigative
arm, reported in early 2009 that only 32 miles of double-layer fencing
had been built. That means under President Obama, only 4.3 miles of
double layer fencing has been built.
Seriously, does he really think we cannot find such information as the one you posted above?
What's sad is that a lot of people actually believe he is saying the truth.
He probably had his fingers crossed behind his back and used the word fence instead of wall so it wouldn't appear that he was lying. There are a lot more miles of this useless fence than there is of the promised double layed wall.

Does he consider the 4 feet tall cattle fences as a "fence".
Under the 2006 Secure Fence Act (five years ago) over 600 miles of fence has been built. I'm not sure where the "double layer" comes in. In 2008 there was a bill that died in committee that called for a "double layer" fence. DeMint is playing with numbers and dates & not telling the whole story.

It is a new high technology "Vapor Fence" that is intended to provide the proper alerting mechanism to federal officials when someone is crossing illegally into the country.
It is completely invisible so that illegally crossing people can not detect it and federal officials are not bothered with alerts that they will do nothing about anyway!
