I think it would be a lot quicker if the 50 states just got together and placed a class action suit against the agencies charged with enforcing current immigration law as well as POTUS and Congress for failing to enforce the US borders.

i thought a class action suit needs quantifiable factors and be not overly complex

I'm pretty certain the states are able to quantify the fiscal impact of illegal immigration. As to overly complex, well, that might mean using small words for Eric Holder.

There is nothing controversial in this bill. The state confirmed/made what is offered by the federal government [287(g) program] to local law enforcement already.

There is no reason the Federal govenmnet would sue South Carolina. South Cariolina did not make being in the state without autorization a state crime, usurping Federal supremacy, as did Arizona.

I believe that they can. Let's start with ER visit expenses that are going unpaid.
