Both the Matricula Consular card and Mexican passport are issued by the government of Mexico. The Federal government recognizes the Mexican passport as a valid document of a Mexican National. Enough that it imprints non-immigrant and immigrant visas within it.
The Arizona legislation specifically invalidates a Mexican government-issued identification. In reality I won't contest what the Arizona government wants to do, but just saying it is strange to contrast the two documents against each other. By no means is this any mirror to Federal law.
As an aside, I did spot an "Arizona Government" system sniffing over a topic on this sub-forum, within regular working hours. Just wondering what it was about. And whether it is a misuse of those same taxpayer funds.
