He isn't speaking of the possibility, but rather that a like/dislike of illegal immigrants isn't based on their legal status as much as other things.
Step one is trespassing. That makes them illegal. The majority of Americans have an issue with that. From there it goes sideways, ID theft, dodging taxes, an underground economy, abuse of social services.
