Glad you asked! Most drug laws, any law whose enforcement at a given time is contrary to stated purpose (jaywalking when no cars are around, for instance).

I mean, we pick and choose laws every day. We don't invest trillions into enforcing public indecency laws, because that would be a waste of time and effort relative to the benefit garnered.
