Illinois is an amazing state, such progressiveness is not something you'd expect from the Midwest.

I believe the state in question is Illinois. It's very clearly stated in the heading.

Perhaps all of the bleeding hearts will be satisfied when each state is bankrupt. The residents of Illinois should fight this like Maryland. At least allow the voters to decide if they want their tax dollars to subsidize illegal aliens’ college education.
