I can work online, my main office is in the U.S. and I generally travel to other countries to meet with collaborators and for conferences. I doubt that any country where I go expect me to pay any income tax for the work I got done, online, while within their borders.

There is no way someone who is illegal will get an I-94
You don't get it. They have come and gone getting an I94 every six months. They live and work here. They have a home here and a kid in school. They leave for 3 days, return with a new I 94 which is a tourist visa. Living here is not a tourist, and have never paid or filed taxes/

because they get more stuff here and don't want to deal with mexico and the crime and cartels.

But CIS doesn't narrow that data to just illegal aliens, they are counting legal immigrants as well. To quote an ESL program as "Cannot speak a word of English!" is over-the-top hyperbole. In short, your quoted data is off, and you are unrealistic.

Then they are not illegal How you know they don't declare that income in their country IRS has double taxation treaties with lots of countries so that people
don't pay taxes twice on same income, same applies to US Citizens working overseas if they stay less than 182 days in a country they can choose to file taxes in US and of that amount $93,000 is not taxable at all
