In what book are the rules (laws) for non citizens entering the USA? Last time I looked it was in civil. The penalty was to be returned to your country and/or a $1000 fine. It was not a crime. Thus, the folks who break the rules were not considered criminals. Kinda like jaywalking.

Crime or not, it certainly isn't legal, or this whole discussion would br moot.

United States Code: Title 8,1325. Improper entry by alien | LII / Legal Information Institute

FTL:"...imprisoned not more than 6 months, or both, and, for a subsequent commission of any such offense, ...imprisoned not more than 2 years"

gee, would you call being locked up in prison a civil or a criminal offense?

As for the laws being changed, I agree with you, we need to change the laws so that the illegal aliens self-deport which would save us a ton of money.
