Obviously thats good, but, it could be a lot better.
Phoenix is still just a big version of "Cuidad Juarez",
in my opinion. Not quite as many shoot outs.

The only thing Phoenix has going for it is Joe Arpaio,
and his crime sweeps. Even that doesn't slow down
the repeat offenders much.

But only of very violent criminals who should be locked away in prison, not wandering lose, and how many of that 400,000 are back over the border and living it up in the good ole USA with new stolen identities? My guess is 399,540 are back over here. But that's just a guess, with easily obtained stolen identities, it's a bit hard to prove.
