I may be wrong and misinterpreting what you are implying but does either country offer all kinds of free stuff to the citizens or offspring of the other country? Like free healthcare, food stamps, WIC, etc.? Does either offer birthright citizenship to the other country's citizens? Does either country allow the other country's citizens to take up residence and work in their country without authorization from their respective governments? It makes a whole lot of difference you know.

I just checked and neither the Netherlands or Belgium offer birthright citizenship to children of illegal aliens.

Both however allow employment by a citizen of most of the EU countries. My BIL is an Englishman who mostly works in Paris with no permission.

One born in Holland and staying there to adulthood can obtain dutch citizenship at that point.
