Yes and the stories of violence are way too over-dramatic. 99.9% of the violence involves those who are connected in some way with the violent cartels.
As bad as Juarez violence is, I know a number of people who live there and have normal enough lives, they say they are careful but not afraid, they aren't afraid because they never got themselves involved with a cartel.

You are right, there's plenty of safe areas in Mexico to move to instead of sneaking into the USA.

The open border actually makes it just as likely that the cartel is living over here, there's actually nothing at all that stops the cartel members from immigrating to the USA along with all the others. This guy may or may not have US citizenship but he was a leader of a Mexican cartel.
