During closed-door negotiations last week, House and Senate leaders stripped a key provision from the payroll tax cut bill that would have prevented illegal aliens from qualifying for the additional child tax credit (ACTC). Leaders caved on the language in spite of an U.S. Inspector General report revealing that illegal aliens received $4.2 billion in refundable tax credits in 2010, primarily through the ACTC. (See TIGTA Report 2011-41-061, July 7, 2011; see also FAIR Legislative Update, Sept. 6, 2011)

Is it not helpful? It states clearly the provision is no loophole.

The fact that they are in this country illegally and working is illegal. Yet they are provided ITIN numbers to pay taxes. Because the majority work under the table there is no efficient or accurate way to verify their identities or income. Thus, they file false returns that nets them billions of dollars. It's not just a loophole, it's the equivalent of them being allowed to financially rape this country on an annual basis.

I don't care what it states. It IS a loophole. They know it, and anyone with an ounce of common sense knows it. A valid SSN is required to claim the EITC, and rightfully so. Likewise, a valid SSN should be required for this. Allowing illegals to use the ITIN to claim the ACTC provides a loophole to circumvent the EITC laws. They are both child tax credits, and should have the same requirements, especially considering both may be claimed by people who haven't paid a dime in federal taxes. It's a travesty. They can sugarcoat this BS if they choose, but if it quacks like a duck. . .

Clearly, they have caved in to their corporate masters who want U.S. taxpayers to subsidize their cheap labor. In one year, illegals fleeced taxpayers to the tune of $4.2 BILLION dollars, and it will only continue to increase. I hate to think of how that money could have been spent to help CITIZENS of this country. If the greedy dogs want cheap labor, let THEM foot the bill. I am sick of being used and abused by these parasites.

Considering it was only months ago that they "struggled" so valiantly to find $34 billion to cut, and acted like people wouldn't be getting SS and the military wouldn't be paid this is all the more disgusting.

I've been getting calls to make political contributions and I flat out refuse. This is BS of the worst kind. They're all in it together.

They made cuts on the backs of millions of seniors and their MEdicare benefits....by cutting what was paid to doctors. The amount was already a pittance in comparison to what other insurances paid. My clinic is considering dropping Medicare recipients. Thier halfhearted attempts at fraud control are ludicrous. Miami is the Medicare fraud capital of America.......

So I guess the claim that illegal immigrants don't pay taxes is bogus.

There is a difference of paying taxes and tax with holdings, simply having tax withholdings with held doesn't constitute having paid taxes. Recieving back more than what is withheld due to the ACTC tax credit they claim on their filings is the issue, it's known as a negative tax rate.

Not with EITC. That's where you are given more than you paid in.

EITC isn't a tax refund where you get the amount withheld back that was in excess of what you paid. EITC is like a welfare check, free money.
