Impounds are the ONLY tool LE has against these criminals. You can't give them a ticket. Or more true, you can't give them a ticket and expect a real name, address or that they will appear.

Man, ... this is disturbing. Once again, governments treat illegal immigrants with special treament while everyone else (legally here or even born in the U.S.) gets the usual punishment. How is this AMERICAN in the U.S.? How is it fair to Americans that they get second-place to illegal immigrants?
