Would that mean that if an illegal "buys" a social security number from the guy in the bodega, he can claim he didn't know it was illegal?   Or when he needs to provide a SS# he can make one up (123-45-6789) and claim "stupid" if caught?? Stop and think just how many times you have been asked to actually show your SS card?

Ii called a dentists' office and made an appointment. During the time that I was talking to the "receptionist" she asked for my SSN it didn't seem to be out of the norm. Two days later, I began receiving phone calls from several credit card companies that I already had a card with and the light bulb came on. I have had a fraud alert on my credit report for more than a decade, yet my info is still being sold and people are still trying to open credit card accounts in my name online.

Yes, it means they can claim they didn't know it waas actually stolen , and voila, no crime!
