Not exactly, there are some legal residents who speak little to no English, while there are illegals who do speak English (and I'm not just talking about the dreamers).
Actually, 80% of illegal aliens are from Latino countries with Mexicans making up the largest numbers. Even if were true that illegal immigration from Mexico is down significantly (which I doubt) there are still millions of them here so why should we stop complaining about them until the bulk of them are gone?
Pew center claimed there were 500,000-600,000 immigrating from Mexico from 2001-2005 and in 2009 or 2010 there were slightly less than 100,000. While 100K might still seem like a lot, it really is a significant drop from what we saw in the years 2001-2005 and I believe it will continue to drop as things improve in Mexico.

I didn't say I didn't trust Pew. I would just like to know where they are getting their info from since the feds don't even seem to know who or how many are coming and going in this country. The NYT is a left leaning rag though and wouldn't put any faith in them.
And here is the major challenge for the law. The first time an American citizen of Hispanic descent is pulled over in their beat up truck, and detained because they left their wallet at home, this whole house of cards is going to fall. All in the name of civil rights.
I'm for restricting law enforcement in any way possible, so I hope this law sticks. There is no money for extra enforcement, so it takes more attention away from other things that I think should be legal.

Also, according to the Pew Hispanic Center immigration from Mexico has dropped significantly; back in 2009, 2010 they said it had dropped more than 80%, it's probably more today?

Uh; those illegal aliens and their pals protesting in 2006 for amnesty didn't think things through. Like how the blowback would hurt the rep of Chicanos.
They'll keep coming. They'll just high tail it out of AZ for other states. A lot of them will choose to cross into TX, NM, and CA instead. Obama has probably increased the flow. They know now even if they get caught, they won't be deported, unless they've been convicted of a felony.
Refuse to show ID to an officer and the next thing you're likely to hear is "Ok, I need you to accompany me to the police station while I verify your ID. You're not under arrest. The handcuffs are for your protection, and mine." You can spend your time and money trying to sue the police department, but if the officer had a valid reason to ask you for proof of ID, chances are you'll lose.
