This program will likely enable aliens who participate in this program to acquire brand new identities in false names. This would create a serious threat to national security. Most of the names on the various terrorist watch lists and “no fly lists” have no relating biometrics. A system that is purely name-based can be easily defeated by a terrorist who creates a new identity for himself.
The fact that we have no idea how many are here, when they really arrived or who they really are, the fraud will be beyond rampant.

USCIS is funded solely on petition fees, and does not require a "face-to-face" interview for an I-765 petition (non-immigrant application for work authorization): http://www.uscis.gov/files/form/i-765instr.pdf

The petition fee is currently $380.00...

Obama's Dreamie directive is a separate policy, with a different process and fees. In fact, it has its own acronym -- DACA (Deferred Action for Childhood Arrivals). As illustrated in this thread Taxpayers Get Ready to Pay Hundreds of Millions for Deferred Action for Dreamies even if most illegals pay a fee, which is highly unlikely, it will still cost U.S. taxpayers more than $100 million.
