The 1996 welfare reform law significantly restricted food stamp eligibility for non-citizen immigrants. However, the 2002 farm bill reversed this policy, restoring eligibility and making the enrollment of non-citizen immigrants a high priority," the Senate Budget Committee explains. "Beginning in 2004, the U.S. Department of Agriculture, the U.S. Department of State, and the Mexican government began an ongoing partnership to increase enrollment in food stamps, and other USDA nutrition welfare programs, to eligible Mexican Americans and Mexican nationals living and working in the United States. Today, the USDA’s Food and Nutrition Service website highlights that outreach is provided through 50 Mexican consulates in the U.S.
Got to love Republicans for never complaining when the Bush II administration started the program, and had at least four times the meetings between the USDA and Mexican officials in the same amount of time...
You also missed a key term in your titling of the topic:
Legal non-citizen means Legal Permanent Resident (and by the program's common qualification, required to be in that status for a minimum of five years), whom are not illegal aliens...
But you misquoted Senator Sessions in your titling, defining all "non-citizens" in the article as illegal aliens ("ILLEGAL ALIENS ON WELFARE DOUBLE UNDER BARACK OBAMA REGIME"):

To whit:
This topic is not about illegal immigration...
It must have been because it said "Mexican"...
Even you should realize that the children of illegals are assumed to be citizens and are eligible for SNAP and Food Stamps that their parents receive on the child's behalf. The question would be, how many illegals are receiving these monies for their assumed children?

No where in the article is there discussion about legal immigrants receiving food stamps. The article clearly states that feeding of non-citizens (aka illegal aliens) nor Mexican nationals (aka illegal aliens) should be Obama's priority when we have 24 million unemployed Americans that need to be fed. Perhaps if you go back and read the story a couple of times you will comprehend that this is indeed an article about Obama spending American taxpayer dollars to feed illegal aliens and other non-citizens. While reading is fundamental, comprehension is key.

Is it not understood that someone can be a Mexican National, yet legally present in the United States (and required to be a Legal Permanent Resident over five years to qualify for SNAP)? There is still a use of terminology to define someone as an illegal alien, and title topics in uppercase as such, when that is not the case. You also created a thread 2-1/2 months ago on the same topic, quoting the same website, why not just move forward from that instead of rehashing the same material?: USDA Partnering With Mexico to Boost Food Stamp Participation

And I read the first paragraph of the OP link which states:
Quote:
Department of Agriculture personnel in the Obama administration have met with Mexican Government officials dozens of times since the president took office to promote nutrition assistance programs — notably food stamps — among Mexican Americans, Mexican nationals and migrant communities in America.
Mexican Nationals sure could be illegals, NO? What about migrant communities, can that refer to workers on visas who aren't, as you say, they must be here legally as an LPR for at least 5 years to qualify, supposed to receive these? That could mean that their children are born here and are assumed to qualify, they don't need to be here for 5 years for that to qualify, they could arrive here and give birth today and then their child would qualify immediately, right?

The Food and Nutrition Act of 2008, as amended, limits eligibility for SNAP benefits to U.S citizens and certain lawfully present non-citizens. Generally, a non-citizen must be a qualified alien (as defined in PRWORA) in order to be eligible for SNAP. Non-citizens like tourists and students are generally not eligible.
She titled it as "ILLEGAL ALIENS ON WELFARE DOUBLES UNDER BARACK OBAMA REGIME", when the article stated that "legal non-citizens" doubled under SNAP...
When this topic was originally brought up, I did learn something: I thought my family wouldn't qualify yet, but it is only my eldest stepdaughter in that category (my younger stepchildren are still minors, and are "legally present", my wife can qualify from work-quarters that I have done), although her daughter (as a U.S. citizen, and that is not the assumption as you would like to think) does...
Not that we would apply (our income is too high anyway), just saying...
