Actually the strategy is to help those who are contributing to our country. Someone posted earlier that it provides full amnesty to those under 21 and 100% free tuition; this is the farthest from the truth. The Dream Act was designed to help undocumented students afford (not pay) their college tuition. Under law, if you can not provide current resident identification, universities charge out of state tuition, thrusting tuition three to four fold. Since undocumented students can not provide documents stating they live within an area, guess what they pay. For example, you live in Los Angeles, graduate from an area high school, wanna attend UCLA but you're undocumented...you pay the same tuition an out of state student would pay. The Dream Act was designed to curb this. By the way, let me leave you with this in mind when you decide to curse the Dream Act...it was also designed to grant a faster, more comprehensible pathway to citizenship for members of our military who are not legal citizens...funny how nobody mentioned that.

What?? Then how can they be serving in our military if they aren't even legal citizens?

They're legal residents. There's a difference between being a resident and being a citizen.
