Read through the e-mails, look at the dates, and critically think if ICE are sending these messages to each other, how does that data contrast against being told they are holding back, have their hands tied, or only going after felon illegal aliens...
From what I am understanding from the article the numbers of deporatations were down and most likely due to Obama's policy to only deport convicted felons. Thus:
"Bob Dane, a spokesman for the Federation for American Immigration Reform, which favors tougher enforcement, said ICE "wouldn't have to do a hail Mary to juice the numbers" if it hadn't ordered its agents to halt efforts to deport some illegal immigrants".

Yeah right, they just released all the illegals who they had detained. They're not about to round these criminals up again and deport them, they could have easily deported them when they had them. And these would be violent criminals they released because the Obama administration has made it a point that only the worst and most violent criminals would be picked up.
