I assume you mean "quit" and I agree that "things" need to quit growing. We keep talking about the obesity of Americans just about every day but rarely address the obesity of American bureaucracy.

Unfortunately, just because an agency (or bureaucratic apparatus) stops growing, does NOT mean that operating costs become stagnant as well. In other words, preventing burgeoning growth is not enough - some agencies certainly need to be put on a strict diet.
