First off, they were here illegally. Strike one. Secondly, they were stealing. Strike two. Lastly, those supplies were intended for legal, tax-paying citizens who just lost all they had worked for. Strike 3.

Those thieves should be thrown in jail and prosecuted to the fullest extent of the law.
