He prefaced his remarks with an analysis of America's demographic struggles, saying that the rate of Americans entering retirement couldn't be sustained by the current size of the workforce. Economists have long warned that government programs for seniors like Social Security and Medicare face long-term funding problems.
Last year, trustees projected Social Security could pay promised benefits in full through 2036, after which the program could only afford to pay 77% of them. Social Security has already begun paying out more in benefits than it takes in from workers' payroll taxes.

Sounds pretty racist --- and isn't it a Bush that brought the economy of the USA down?

If illegals were really good for an economy, their own countries would want them back which they clearly do not, and having babies without health insurance to pay for the births is far from being responsible or good.

Having tons of babies they cannot afford is exactly how they destroyed their own countries, made them so bad they had to flee them to the welfare state called the USA where maternity care is free.

No one is more open-borders and pro-cheap labor than the Bush family except for maybe the Pelosis. How do you think their big family fortunes were obtained? Dirt cheap labor -- they sure do love having a peon servant class. Jeb Bush is simply admitting that he thinks the USA needs a much larger servant class, he wants to have the USA be transformed into a two-class hispanic nation with elites and tons of low wage servants.

Yeah, sure. That's all we need are more fertile "immigrants" to tap into our welfare coffers for their broods.

Is it not true that recent immigrants, especially Hispanics, have a higher fertility rate (which actually means that they have more children, not that they have super eggs and sperm) than Americans as a whole?

Several reasons. Unmarried pregnant women in Mexico are coming to the USA to give birth because it guarantees them a life of very generous US government handouts, if they give birth in Mexico, their government does not generously reward them and they can expect a life of hard work.

High teen birth rates --- girls start having sex at very young ages, start having children very young, age 14 or 15 is viewed as quite normal to become a mother. The hispanic culture views women as madonnas or prostitutes, a girl or woman has no other purpose in life, she is revered if she gives birth, a childless woman is viewed as less than dirt, a nothing. By the time an American woman is getting around to having her first child, the hispanic woman is becoming a grandmother and is half way through having her children.

Machismo is the other cultural aspect that contributes to this. Manliness is about impregnating as many girls and women as possible, in machismo culture, it makes no difference if the male supports his children, he's a stud if he sires them. It's not just that birth control is never used, abstinence is never practiced and the age of consent is much younger than that of the US.

Bush is right -- it's about immigrants, if you took the immigrants out of the statistics, you'd find American hispanics have the same birth rates as other Americans, those immigrants coming with employer provided work visas might be only slightly higher in birth rates. It's the immigrants with the culture of very young pregnancies and sky high birth rates.
