Those with J1 and HI visas are discouraged from staying beyond their temporary visa status for school or specific work-study programs. Finding new employment or protracting studies is not easy. However, one of the difficulties is no system is in place to verify whether an expired visa holder leaves the country. However, the very fact that people had a legitimate visa often results in a green-card status, and not expulsion. Of those I am familiar with, all were professionals, and were screened thoroughly before the issuance of a visa, J1, H1 and others, and their extension through a green card was also thorough, took the hiring of an attorney, and a return to one's native country for a specified period of time before the new immigrant status was authorised.

When I lived abroad, they had a mandatory 3-month check-in so that not only were immigrants cleared for potential public health issues, the check in served as a control for unregistered and undocumented immigrants. Perhaps a similar routine procedure could be investigated and put into place here in the US.
