There is no EO for DREAM kids from a year ago. Rubio is now pushing non-sense. Obama can not implement an EO for illegals. It would be policy changes through the DHS department that could change, nothing more.
Rubio, who for a short time, was the GOP golden boy is and always was a flash in the pan. You can't serve to ideological masters and stand solid. Trying to live a life with no solid belief system and trying to please everyone will always fail. He's done as a golden boy. From this point forward he should just go for amnesty to appease his real base and switch to the liberal party.
Depending on a person's age and how long they've been voting, these people (voters) will eventually find out that politicians will say whatever voters want to hear, it's just depends on which way the wind is blowing on that particular day.
Republicans have two paths they can travel: They can kowtow to the masters of egoistic greed, walking lock-step with the party line, to the letter; or they can be their own person, and eventually get labeled a RINO when they do something based on their conscience instead of adherence to the GOP dictates.
