screen for health problems, and treat as necessary.

screen for criminal history, and deny as necessary.

it would ensure that almost every single immigrant was legal. they could be registered, healthy, wouldnt have to pursue fake documentation, could pay taxes, etc.

isnt that what everybody really wants?

It couldn't be free nor fast.

The requirements you mention already pertain to legal immigration. We need specific targeted numbers to provide sufficient job opportunities for current citizens. Could the legal numbers be expanded if we eliminated illegal aliens? Perhaps this could be the case, as economically feasible.

No, that's not what everyone wants. Although I'm sure the open borders advocates would love it. What we need to do is seal the border and only let in immigrants as we need them, and even then, only if they have something to offer the nation. No freeloaders, none that want to suck up social benefits.

Too many Americans are losing jobs to illegal aliens as it is. By implementing a fast free immigration policy even more Americans would be disadvantaged by people flooding in willing to do work at half the price of the going wage rate.

Yea, I don't think the U.S Government will hire a huge team of immigration agents to let people into its country with out getting some sort of an incentive. They would have to charge, although charge a fair amount.

then why have unemployment rates not reflected this?

capitalism at its finest. if you are talking about side work or below min wage pay, thats illegal on the employer's part.

the incentive would be public health, and registered people. border patrol funds could be reallocated to compensate. we could give them drivers licenses, so they could insure themselves like everyone else. we could give them legal jobs they could contribute taxes to. they wouldnt be taking without giving. that is plenty of incentive.

Certainly, fixed within the context of how many folks we can reasonably absorb and provide economic and intellectual benefits.

I believe we have that already, GHOST

"Fast" is definitely a relative term and the actual time required depends on the volume of applicants.

As for free . . . why should the taxpayers foot the bill? I strongly believe anyone using a service (any Government Service including a National Park or immigration and passport applications) should be ready and willing to pay for that service.
