My most worry is the infiltration or terrorists into the country. If we could expand our resources effectively together to tackle this scary problem, then this and other issues like narcotics, illegal immigrants, illegal products, illegal foodstuffs, and illegal animals that may carry infectious diseases, toxins, and other major bad habits may be tremendously curtailed..

So we just throw up our hands and say "it's no use, they are going to keep trying - we might as well give up?"
That would be ridiculous. If someone wants in my house they can get in as well, even though I have locked doors.
It's called a deterrent and the more you deter them, less will get in.
So I suppose they should have left that tunnel open because heaven forbid, we know they are going to get in anyway..
