Everyone in the United States thinks its because they are greedy, yeah probably some, but most are terrified of any action against BIG time criminals. This is serious business. There's three major drug cartels on the border, and they become very angry when they can't move their drugs across. Gopher Holes have become increasingly common.
I'm just curious who you think brings the drugs into the US to begin with. Careful I used to work for a police department along the route into Texas and heard often of the drug busts, heard about the different ways they could spot a car that was carrying extra weight. Its not people who have applied for legal entry into the US I can tell you that.

Getting the drugs across the boarder is only a very small part of the problem. Moving it further into the states is a HUGE problem. When I drove from the DFW area down to near the boarder, I was surprised to see how far into Texas boarder patrol, looks for illegals, as evidenced by their SUVs cruising through areas, the stations you have to stop at and have a drug dog walk around your car and have someone stick their head in to see who is inside. I was at least 50 miles into Texas in one area where I found one of these stops.

And, the American government let a known drug runner put Campion and Ramos in jail! And, he crossed the border with drugs during his immunity from the U.S.
