She is also a stronger proponent of comprehensive reform or what you refer to as "amnesty".

Actually, no. She does not support pure amnesty

She does support returning the illegals to the border and allowing an expidited application process

Actually no she supported the senate bill this summer and also supports the dream act.

Saying the only current alternative is allowing a status quo of "silent amnesty," Arizona Gov. Janet Napolitano on Wednesday tentatively endorsed a U.S. Senate proposal on immigration.

Napolitano said she sees some flaws in the Senate proposal but that it "includes all the elements of comprehensive immigration reform."

She has reversed herself

Seems that if she wants to be the next Senator from Arizona, she could not maintain that position and get elected
