Cubans who come to the USA do so for economic reasons, not because of "political oppression" or anything of the kind. Nevertheless, we have a wet foot, dry foot policy that says once a Cuban stands on American soil he is admitted.

All immigrants from Mexico and Central America should simply tell border officials that they are from Cuba. Then it is up to the border officials to prove otherwise. But they can't do that because we do not have diplomatic relations with Cuba. Thus, our border guys will simply have to take the word of those attempting to cross into the country that they are, indeed, covered by the wet foot, dry foot policy.

Well..................it's actually pretty easy to distinguish between a Cuban (usually white or mulatto) with a Mexican or Central American (usually, but not always, Mestizo). Plus their Spanish sounds different.

I agree. Cubans, Bolivians, Mexicans, and Argentinians definitely DO sound QUITE different. In most cases, they also LOOK different, as well. Not that "sounds" or "looks" can be used as absolute indicators in our society, but they certainly give pretty reliable clues...

This has already been tried, didn't work.
