The law does not presently supply the necessary funding or headcount. You are talking tens of billions of dollars. You could of course take the money from defense or elsewhere...but that too would require legislation.

Why don't you drop the silliness. There is no way to deport past existing levels without legislation. There is no possibility of legislation unless comprehensive. And the sort of legislation you are contemplating has has no significant support anywhere.

Requires no funding. Paid for by user fees. The legislation for such fees exists.

Congress makes laws, except for this congress who is scared to death of Obama, their base, and the Hispanic voter. Thats why republicans in congress have had years to pass an illegal immigration bill and haven't done it, and never will.
