I think you need to re-evaluate your time line.
1st is the naturalization process for the illegal immigrant
2nd time it takes to petition for next of kin
3rd if admitted, time for next of kin to go through naturization process.
Since it is not amnesty, there is no automatic guarantee to citizenship. The estimated 11 million will have to go through the process to be naturalized.

I am tired of the word games. Anything that allows them to remain here without returning to their countries and appyling from there like legal immigants do is amnesty in my eyes regardless of any fines, requirements of learning English, etc. Why focus on the usage of words anyway as if that makes some kind of difference? Seems like more people are focused on insisting that certain words be used when it is all irrelevant anyway. I often interchange the words amnesty/legalization because it really doesn't matter if they allowed to remain here rather than being deported.
It's shamnesty. We don't NEED to legalize them. What they NEED to do is go home, and what we NEED to do is severely punish employers who hire illegals.

The implied notion you are putting forward is that the legally sponsored relative of someone that was once an illegal alien is not desirable for both quantity and quality. Legal immigration is proven to promote economic growth, from a population that pays into the system, but are unable to draw most benefits often for a minimum of five years. We hear so much of the time on this forum that legal immigration is not a problem.
Unless you want to block certain legal immigrants by their ethnicity, which returns back to my first sentence here...

Make the SSA employer/employee no-match list available to the individual states, if not to the public, and we, the people will address the problem.

Rep. Phil Gingrey (R-Ga.) introduced H.R. 477, which would eliminate the extended family visa categories (married sons and daughters of citizens, etc.), thus ending chain migration. H.R. 477 would reduce the annual issuance of family-sponsored visas by more than 100,000.
