Sorry Bear, I gotta call you on this one. Only a few people in that picture look even remotely caucasian imo. Almost all of them look mestizo.
Now these people look to be at the "borderline" for white people

The father of my stepsisters is as dark skinned as a typical Mestizo...........never mind that he is White, legally speaking. The man is of Italian lineage.

I think features matter just as much as skin color when talking about white people. Here are some faces from even further south in Lebanon who would be white imo.

those chocolate browns from are not hispanics...
the word anglo is used incorrectly to identify white people when all whites arent of anglo heritage

Here in Arizona an Anglo is any non Hispanic White/Caucasian person............even one with dark skin.
I am of 1/2 Hungarian lineage and I definitely qualify as an Anglo here.
OTOH: a Hispanic can be of any race/ethnicity. There is no Latino race in the genetic sense----------it is a political label only.
