We have that now in California, but with much larger timeframes.

The driver has 60 days from when the insurance is cancelled before the registration tags are cancelled. Depending on the jurisdiction, most police will tow a vehicle that is at least 6 months expired.

So theoretically a person could buy a one-month insurance policy to register the car, let it go, and might possibly be fine until it was time to renew the tags again. I'm sure there are probably people who do that now.

Does anyone seriously believe that the plan was to ensure illegal aliens get insurance and that the streets would be safer?

The plan was to embed illegal aliens even deeper into California society and make it harder and harder to do anything about illegal immigration, even if the federal government wanted to do something (which neither the Republican establishment nor the Democratic Party want ) California has been evolving into a third world economy for quite some time now. A vast, low skill, poorly educated, only partially English speaking underclass, and a small wealthy ruling class. The middle class squeezed by both ends, and abandoning the state.

The voters gave away our rights as we allowed special interest to flourish. You don't even have to look at the State houses around our Nation; look at the doctor an dentist offices. We have slick, well paid salesmen, handing out samples and pushing their products. Many can argue that this part of the ongoing education of these trained physicians and dentist. But it is self serving and can overlook problems with any given medication.

The same thing happens in DC and in all of our states. Special interest does not put the wishes of most Americans first. They do put the wishes of the people that pay them first, and in turn, our politicians (both Republicans and Democrats) now have a vested interest in the direction of any new legislation. It boils down to money - who has it and who doesn't. Unfortunately we always loose and the big agricultural lobbies and cheap labor businesses win.
