“ The Secretary of State is authorized to issue, in his discretion and in accordance with rules and regulations prescribed by him, a certificate of nationality for any person not a naturalized citizen of the United States who presents satisfactory evidence that he is an American national and that such certificate is needed for use in judicial or administrative proceedings in a foreign state. Such certificate shall be solely for the use in the case for which it was issued and shall be transmitted by the Secretary of State through appropriate channels to the judicial or administrative officers of the foreign state in which it is to be used.”

You can also contact the State department, and they will tell you that they issue passports to non-citizen American nationals.
Aren't you talking about legal immigrants -- green card holders who haven't yet been "naturalized" (made full citizens)?

Thumbs up Its Simple!

If these Illegals do not have the required credentials, such as Visa, Current Passport, and or work permits they should be deported in a weeks time. It clear cut the folks do not respect this country and American Law.
By just being here does not make one a legal resident.

Illegles do not have the required documents to be here and just because they are residing in the US does not make right. Nor does the law change under these issues.

Agreed, but they are getting all kinds of consideration and benefits because to do otherwise "is not the kind of country we are".

Those who pay the bills can shoulder the weight (never mind that they don't get the same free benefits).
