A Sanctuary City is a city that has officially announced it is welcoming to illegal immigrants.
This started in the 80s, when some liberal churches announced that they would provide sanctuary for people fleeing the death squads in Central America during the 80s, mostly in Guatamala, El Salvador, Honduras, but other places as well. These were political activists and agitators.
There's pretty much a media blackout on this whole decade, but I remember it vividly. There was massive organized protest in the US against those death squads and repressive regimes and US interests that were supporting them. I still have a letter from Folgers explaining why they went out of their way to buy coffee from El Salvador, becuase they wanted to support the government there. CISPES (Committee in Solidarity to the People of El Salvador) was one organization trying to expose the terrors of the death squads, that was constantly being broken into and its people harrasssed.
Some churches reasoned that the US government would be hesitant to bust down the doors of a church, and drag people out, so they offered sanctuary to fleeing Central Americans, mostly political activists and labor organizers, that were being targetted by the death squads.
Like everything else that came from the people, the Sactuary Movement was taken over by the Deep State, and co-opted into Sanctuary Cities, encouraging millions of illegal immigrants to flood the US, hoping to create the same kind of chaos here that is in Europe.
Sanctuary Cities are not all the same, but one thing they have in common is that the police have orders that when they interact with the public, they will not inquire about immigration status. Therefore, illegal immigrants do not have to run away or refuse to co-operate based solely on their legal status.
But the problem is that most cities that announce themselves as Sanctuary Cities ( and the State of California) will go beyond that, and not tell ICE when criminals are released from jail. Jails and prisons are supposed to report to ICE when an illegal alien is released, so that person can be deported. Also, some sanctuary cities will not inquire about immigration staus when handing out benefits.
Since many gang members and drug dealers are illegal immigrants, putting them back out onto the streets, rather than deporting them, creates a core population in the US of violent and dangerous people who feel they are above the law, as well as a general attitude of callous disregard and contempt for US law in immigrant communities.
