Oh gee, I wonder what changed since then? A dictator was toppled and the city and most of the country has been extremely dangerous since.
Actually the real reason there is total chaos in Somalia was a major change in a inept government losing power to the warlords and radical Islam taking control of the country.
We don't need more muslims- let them go to Germany, Sweden, etc- they want them over there.
It appears Sweden doesn't want either...and Germany is contemplating a regime change as is France in response to their governments allowing Muslims immigrates to infest and corrupt their counties values.

If they are here illegally then deport them.
If they break the law OUR LAWS like the 2 doctors that were caught performing the female genital mutilation then lock them up.
The legal immigrants have nothing to fear unless they break our laws then they have to answer for crime in court like any other citizen has to.
As for refugees they need to be vetted.
It is a scary world out there where a few bad guys can drive their truck over a crowded sidewalk in the name of their god.
