Sure it may well be working four percent of the illegals in the County have left. Where did they go? Want to bet the next county? Maybe 10 or 15% will eventually leave...those most fearful of the system. Where do they go? Mostly the next County or the next state.
It continues. The illegal population spreads out...becomes more diffuse.
What have you won? You have actually made the problem less tractable...you have spread them even more widely.
You force them from the legal payrolls to the illegal one. Bad for them...bad for the US. They get paid less making them even more competitive with the marginal legal worker. The US gets less tax dollars.
Go home? Not likely...the ecomic motivation is a factor of four or five. What is happening is chump change in comparision...
But the fairy tale believers feel good...and that is really important...
