Ellis Island was established because at the time the US did not have embassies in most countries, so there was no way for immigrants to get their paperwork approved and have a medical exam until they arrived in the US. After WWI the immigration process took place in the immigrants home country at a US consulate.

Actually this sanctuary city non-cooperation policy is working out well. NYPD is left out of the process and the feds can cast as large a net as they want without interference. The targeting illegal criminals (Trump's original Policy) didn't seem to bear as much fruit.

Forbid them? Only federal immigration employees and local LEO who are part of a voluntary 287G agreement can enforce immigration law. https://www.ice.gov/287g

The next issue is, can local agencies be forced to assist ICE, and the answer is found in the 10th amendment, they can't.

Before it went like this. The state checked with federal immigration officials and upon learning the person was here illegally they were told to hold them as the federal government doesn't have the ability to do so. This costs the states a lot of money. (money tax cuts won't pay for). They get their day in court and get out until a hearing can be set. They go back to their job.

If they happen to actually show up to their hearing and if they happen to get deported, they simply turn around and return to their job.

Somehow or another you seem to see this as some kind of a solution to something. I do not know what.

That does not answer the question. What is wrong with them cooperating with the Feds? They can cooperate without doing the Feds job. Why are we always twisting questions to mean something that was not asked? Detaining someone is not the only way that cooperation can happen.

What are you talking about? The cooperation that the feds want is to hold prisoners in custody after the local reason for holding them is gone.

My understanding is that sanctuary cities do not ask about immigration status, and if they know, they don't pass it on. Those are just the first thing that popped in my head. Sanctuary cities are about more than just detainers.

What are they supposed to pass on, that their last name is Gonzales or Herrera? Do you think an illegal will admit to their immigration status is asked? Here's an example of how well it works out when local LEO try playing ICE agent
