Because all employees are not run through e-verify. If 6.8% of the population are illegal aliens (other sources say 3%), not all are employed or seeking employment or seeking employment where e-verify is used. The study was estimates of e-verify queries only not the entire population. Of the queries 96% was accurate, 4.1% inaccurate, 6.2% of all related to unauthorized persons. Of that 6.2% of unauthorized persons, roughly half or 54% was estimated to be inaccurate e-verify findings.

By an employer who uses e-verify? Incorrect. They have to run everyone through e-verify if they use it or they'd be guilty of discrimination in violation of the CRA, and it would be pretty easy to prosecute such discrimination by accessing the e-verify system records for each employer.

That said... Those who are run through the e-verify system are an accurate representation of the US population as a whole. 6.8% of the US population are illegal aliens. 6.2% of those vetted via e-verify are illegal aliens. Understand?

75%, 50% is better than 0%.
I dont know of anything that is 100%.

It's doubtful e-verify would have identified him as an unauthorized worker, as well. E-verify misses 54% of illegal alien unauthorized workers because they're using stolen/forged IDs and SS#s. E-verify has no way to detect that.

There are a lot of improvements that could be made. E-verify needs to have better systems than simply checking if a SSN is valid or not. Cross-check to see if a SSN is in use in more than one place simultaneously. Maybe there is a valid case of someone working as a remote contractor for employers in NJ and CA at the same time but it warrants a closer look. Check if a SSN has been dormant for years. Perhaps require biometric data like fingerprints.
