By the US, never having an official language and not teaching fluent multiple languages in school.
How could this this current problem not have appeared inevitable?
It is like our own lack of laws and lack of enforcement have created our own problems. Should have made English official 50 years ago and stopped any and all support for foreign languages.
Now it is too late, Spanish is here we should all start teaching kids to be bi-lingual IMO or Multi...next is Chinese.
